Parties spar over submission of Utilization Certificates

Staff Reporter

ITANAGAR, Jan 30: The Opposition BJP in Arunachal Pradesh today castigated the state government for making inordinate delays in submitting utilization certificates (UCs) against various central schemes, which resulted delay in fund flow from the Centre.

Leader of Opposition in the state Assembly, Tamiyo Taga raising a Special Mention in the house claimed the state government received funds under various schemes during 2013-14, but could not utilize it and diverted them.

He said the government during the period received Rs 320 crore under the Prime Minister Gram Sadak Yojana (PMGSY), but only Rs 80 crore was paid to the contractors.

"Non-submission of UCs has created an impression of Arunachal as a non-performing state, which resulted in delay of funds from the Centre against important projects," he said.

Stating that development works should not be politicized, the BJP leader said his party was ready to extend all help to the government, and a team in August last year met Union ministers and submitted memorandums seeking funds.

Responding to Taga, Chief Minister Nabam Tuki said submission of UCs was a continuous process and normally become due after 12-18 months from the date of release of funds.

"The question of delays in submission of UCs against funds released under 2014-15 does not arise and for the funds released during 2013-14, most are released by the Centre in the third and fourth quarters of the financial year and due to imposition of Model Code of Conduct during the general elections, actual utilisation of funds got delayed," Tuki said.

However, he said, the state government had been regularly submitting the UCs and making efforts to submit the balance UCs.

Earlier during Question Hour, responding to a similar question raised by BJP member Tage Taki, the Chief Minister said the problem in the state was known to all with hardly a few months of working season due to prolonged monsoon in the state.

"The tendering process takes time, while delay can also be attributed to litigation in some projects," he said adding.

When Taki pointed out that there was no annual operating plan in the state for the last two years, Tuki said, "This year's work has started on the basis of AOP, but the fund flow from the Centre has been delayed."

Recruit Group-C posts at Anini :AIMSU

ITANAGAR, Jan 30: All Idu Mishmi Students Union (AIMSU), the apex student body of Idu (Mishmi) community, on Friday made a fervent appeal to the state govt for immediate conduction of written examination and interview for the Group-C posts of nine UDCs and 7 LDCs at Anini General Administration.

In its representation to the Chief Minister, the Union said that during his official visit to Anini on 13th-14th January 2013, the CM had announced for one time relaxation under ‘Austerity measures’ for conduction of written examination and interview for the Group-C posts of 9 (Nine) UDCs and 7 LDCs at Anini General Administration which is lying vacant since bifurcation of Dibang Valley District on 16th December 2001.

However, despite its repeated reminders placed before the concerned authorities through the Dibang Valley District Deputy Commissioner for the same no concrete steps have been taken so far, it claimed.

Reportedly, in the year 2011, the then Deputy Commissioner, Anini had advertised 2 posts of UDC and 9 posts of LDC out of existing vacant 9 posts of UDC posts and 7  posts of LDC by allegedly inviting eligible APST candidates from other districts to appear in the written examination.

Accordingly examination was held for both the categories of posts and successful candidates of UDC were declared and appointment orders were issued. However, the result of the LDC is yet to be declared.

Alleging that there was gross violation of govt notification (Govt. Order Vide No DV/Estt-147/03-04/614-64) in the said recruitment process wherein the govt had categorically empowered the DC of concerned district to appoint group-C post only to the candidates belonging to that particular district, the Union urged upon the govt to cancel the said examination and necessary direction be immediately issued to DC Anini for re-advertisement of vacant 9 UDC post and 7 LDC post inviting only eligible APST candidates of Dibang valley district.

Poppy cultivation destroyed in Upper Siang

Onyok Pertin

YINGKIONG, Jan  30: Poppy cultivation is concentrated in Geku, Katan, Mopom and Mariyang circles of Upper Siang district, not found in right bank of Siang river and upper part of the district like Tuting, Gelling and Singa circles. The poppy entered in Mariayng-Geku area with the advent of Britishers in this territory and since then its cultivation has been prevalent as a traditional practice, especially as a little source of financial income without knowing its harmful effects and negative impacts on society.

However, there is a long story of attempt to stop and eliminate this opium menace. It was during 1970’s Oshong Ering, the then Extra Assistant Commissioner, Mariyang (now retired IAS) Pasighat accompanied by CRPF, PIs and ALCs made several attempts and damaged large area of opium cultivation in Damro and Adi-Pasi area. But till today after near about 40 years there is no drastic change and efforts to put an end to opium cultivation.

It is a fact that there is Central Bureau of Narcotics Affairs at Guwahati for the entire north-east region but this department in the district or state of Arunachal Pradesh is physically and practically almost non-existence and obviously its functioning in this aspect seems to be casual in nature. Moreover, no effective mechanism has been initiated to tackle and control this menace till today. In such situation with evolution of NGOs and social activists the district administrative along with the police authority has been taking necessary step to stop this menace but for the District Administration it seems to be extra and over burden with involvement of heavy expenses without the constant help of Bureau of Narcotics department.

Nowadays, the Upper Siang Women Welfare Society, an NGO, has been struggling hard to eliminate all forms of evils from the society and it has taken strong and bold initiative to stop and control opium and ganja cultivation. The society led by Mekem Nopi, President, Oma Pertin along with senior activists Dr. Gepeng Litin, Api Kombo, Omiyang Boli, Olak Boli, Oyiti Sibo, Dr. Neyang Nitik and others with police personnel Atan Taki SI, Amum Panyang (SI), T. Somyor SI with the help of District Administration conducted Poppy cultivation damage operation in Sumsing area and destroyed 4 hectares of opium cultivation at Bangkyak area on January 29. The smaller woman group organizations like- Geku Women Welfare Society and Katan Women Welfare Society conducted the operation from  January 26 to 30 and damaged and destroyed the cultivation at Jeru, Sibum, Pongging, Padu and Silli villages. The Women Society has started a good beginning. The District Administration headed by the Deputy Commissioner Remo Kamki appreciated the commendable services done by Women Welfare Society activists and the police team. DIPRO

PPA opposes privatization of Education sector

ITANAGAR, Jan 30: The PPA, the lone regional political party of the state has vehemently criticized the ‘mindless privatization of university’ in the state.

Addressing the meeting convened to discuss introduction of “the Global University Arunachal Pradesh Bill, 2015” in the assembly, PPA president Kahfa Bengia said the state is young and is still in the stage of making. To introduce private universities at this juncture is to open the floodgates of commercialization of education sector, Bengia said.

The party said commoditization of education may lead to the excessive emphasis on skill, employment and corporate oriented education at the cost of basic sciences and the vast pool of traditional knowledge.

“In USA and UK drive for efficiency and profits are categorically powerful among the private higher education providers. But in developing countries like India, only profit factor drives these institutes and efficiency is poorly neglected. Private institutes have their focus on quantity but not in quality. This is an issue that needs to be discussed and debated at length involving academicians, student bodies and other civil organizations. Privatization of Universities should be opted in a phased manner, if at all required.” The state has no dearth of students unions and it is painful to see these organizations keeping mum on issues directly related to the interest of the students’ carrier,” added Kaling Jerang, Secretary General, PPA.

Improve air connectivity

Lack of proper air connectivity has been a major cause of concern for the people of state. Total dependency on roads for communication creates trouble especially during monsoon season. The upgradation process of the Advance Landing Grounds (ALGs) at Ziro, Pasighat, Aalo, Tuting, Mechuka, Vijaynagar and Walong is going on at snail pace. Also there is no update about the progress of the proposed green field airport at Hollongi.

Civil Aviation Minister A. Gajapathi Raju yesterday visited Tezu town to assess the construction work of the ongoing Tezu airport work being undertaken by Airport Authority of India at an estimated cost of about Rs 96.5 crore. Talking about benefits of having an Airport, the union minister spoke about the "multiplier" effect it has on the economy. Minister has hit the right note and naturally people of state are now hopeful that under his guidance air connectivity will improve in Arunachal. Especially civil aviation ministry should expedite green field airport project at the earliest for the benefit of the people of state.

Thank you

Dear Editor,

It is extremely hard for me to believe that former Minister of Arunachal Setong Sena has passed away. Sudden, untimely demise has really shocked everyone. His untimely death is a great blow and a big loss for the whole state as we have lost a good and influential leader.

As I heard the news of his death, it was one of the most bitter moments of my life. From the very day, he became the representative as the MLA of 51-Nampong ST constituency in 1994, till the last assembly election, he sincerely endeavoured for the wellbeing of his people. He had been loyal to everyone. The state of development of our people and place today is attributed to him. So, there is a profound saying “handsome is he that handsome does’’.

I will not make the list of his developmental works, but it is visible that our people and place witnessed remarkable changes in every spheres during his tenure. His sacrifice and forward looking works for our peoples will always be remembered and treasured for ever more. Moreover, his name and his deeds will always remain in our hearts.

We have nothing to give you back but I am sure your reward will be given in heavenly abode. All I want to say is a big “Thank you’’ to him.

Yours,

Misleading claims

Dear Editor,

The claims of Siang District Headquarter Demand Committee (SDHDC) published on 28.01.2015 in Arunachal Times are misleading. The general public of Riga, Payum, Kaying, Jomlo and Rebo Circles support Pangin as District Headquarter of Siang District. The ground reality is that in a final sitting on 29th November’ 2014, representatives and general public from Payum, Kaying, Jomlo, Rumgong, Kebang and Rebo-Perging circles unanimously supported and recommended Pangin to be the headquarter of Siang District. 18 out of 24 ASMs, 2 out of 3 (three) ZPMs from 32-Rumgong Assembly Constituency also gave their consent for the establishment of the Headquarter of Siang District at Pangin.

Moreover, they said two committees to assess the feasibility of Pangin/ Boleng as District Headquarter were local committees. These committees were not constituted by the GA/ DA Department, Govt. of Arunachal Pradesh. Hence, the recommendation of these committees have no legal stand. Instead of creating unlawful anti-government activities, it is better that Govt. Notification vide No. DAD-11/2001, dated Itanagar, the 24th November 2014  be honoured.

Nalo Pada

Lower the fare

Dear Editor,

Through the column of your esteem daily, I would like to draw your attention regarding the Sumo transportation fare from capital, Itanagar to the remote areas of state like Sarli, Koloriang, Nyapin and Sangram in Kurung Kumey District which is becoming an acute problem. The hardest hit is the common people who have limited income and also students who belong to poor families but forced to study in Itanagar. The above mentioned places are one the remotest areas in the state. There is less sources of income so most of the people are living below poverty line. Therefore, they cannot afford the high charges of Tata Sumo fare. So, it is appealed to the taxi and Tata Sumo authorities to take necessary steps for the convenience of public because the prices of petrol and diesel have fallen slightly.

Yours,

Hillang Jadish,

Declare result

Dear Editor,

Through your esteemed daily, I would like to appeal to the Department of Urban Development and Housing to declare the result of walk in interview for various posts under National Urban Livelihood Mission. As days are passing, our hope for fair selection is getting doubtful. Already many candidates have been allowed to take part in the interview though they do not possess required academic qualification and experience. Department has clearly mention that three or five years experience is required for every post but the irony is that even fresher’s who had just passed out were also allowed to appear for interview. Such instances create doubt whether department is going to select deserving candidate or interview was just an eye wash.

Yours,

A candidate

Schedule exam justly

Dear Editor,

As speculated, the prolonged APPSCCE (Mains) 2013-14 is due to be conducted in the 2nd week of May 2015. Herein, I would like to draw the attention of the prudent APPSC through your esteemed daily that the final exams of M.A (both distance and regular) of the Rajiv Gandhi University (RGU) is also commencing in the month of May. It is also learned that the final exam of L.L.B course is in the offing during the same period.

Therefore, it is my earnest request to the concerned authorities of APPSC on behalf of all the aspirants who might face that anticipated coincidence, to kindly look into these possibly coinciding exams and prepare the schedule accordingly so that no one has to sacrifice between opportunity and career.

Yours,

Rokpen Gali

Zero-point,

Itanagar
